Call for Small Project Proposals

The Embassy of Switzerland in Jakarta is inviting non-profit civil society organizations in Indonesia and Timor-Leste to submit proposals for small-scale projects to be implemented in 2027.

The Small Projects programme supports initiatives that contribute to development cooperation and the promotion and protection of human rights, with a particular focus on marginalized, disadvantaged and vulnerable communities.

Priority Areas

For 2027, preference will be given to projects addressing one or both of the following areas:

1. Essential services at community level

Projects may include initiatives supporting, among others:

  • financial inclusion;
  • capacity building for farmers and smallholders;
  • access to pre-school and school education;
  • access to basic health services; and
  • access to decent employment.

Maximum Embassy contribution: IDR 445,000,000 / USD 25,000 per project.

2. Human rights of marginalized and vulnerable groups

Projects may focus on areas including:

  • the rights and empowerment of women and girls;
  • the rights and protection of children and minorities;
  • the inclusion and protection of marginalized, disadvantaged or vulnerable groups;
  • the prevention of torture and other cruel, inhuman or degrading treatment or punishment;
  • access to justice and legal assistance; and
  • other measures strengthening human rights protection at community level.

Maximum Embassy contribution: IDR 285,000,000 / USD 16,000 per project.

Projects should demonstrate a clear connection between the proposed activities and the needs of the communities they aim to support.

Geographic Focus

Projects should be implemented at community, village or neighborhood level in Indonesia or Timor-Leste.

The Embassy particularly encourages applications from regions that have been less represented among supported projects in previous years, including areas in the North, Far West and Borneo (Kalimantan).

Applications from other regions remain fully eligible. Where proposals are otherwise comparable in relevance, quality and feasibility, preference may be given to projects that contribute to a broader geographic distribution of Embassy support.

Funding

The Embassy may fund up to 80% of the total project budget. The remaining 20% must be covered by the applicant organization and/or other donors or sponsors.

No more than 20% of the total project costs may be allocated to overhead costs and daily subsistence allowances.

Project Period

Projects must:

  • start no later than 1 February 2027; and
  • be completed by 30 November 2027 in Indonesia or 31 October 2027 in Timor-Leste.

Who Can Apply?

The call is open to non-profit civil society organizations in Indonesia and Timor-Leste whose proposed projects align with the thematic and geographic priorities of the programme.

The programme does not support profit-oriented organizations or activities, projects with religious purposes, projects consisting solely of material supplies, scholarships or study visits, projects benefiting selected individuals, or simple donations and sponsorships.

Organizations or projects supported under the programme in the previous year are not eligible for consecutive-year support.

How to Apply

Applications must be submitted by email to jakarta.smallprojects@eda.admin.ch no later than 1 November 2026.

Applications must include:

  • completed application questionnaire;
  • completed budget proposal;
  • scanned copy of the organization’s registration document.

Applicants may also submit their latest annual report and audit reports.

Incomplete applications will not be considered. Only shortlisted organizations will be contacted for an interview.

The Embassy may request additional documentation during the assessment process.
